    Having studied at the l'Ecole Nationale Superieure des Arts Decoratifs at the young age of seventeen, Levier mastered the technical aspects of art having studied the styles and techniques of the Great Masters. Often depicting still life scenes and the human figure, Levier was able to showcase his skill as a refined artist that was able to master the most difficult subject matters with great ease.

    The use of nautical elements common to seascape settings was commonly seen through out his work, as it was a favorite theme of the artist and one that he studied at various times of day and in a variety of locations. The beautiful seaside landscape takes center stage in this watercolor entitled, "Port with Blue Color." The artist renders a bevy of sailboats that decorates the luscious blue harbor, which is surrounded by a quaint village that is typical of those that populate the Mediterranean Coast. Levier focuses on the intensity of the radiant hues, to emphasize the famous light often captured by artists in the south of France, which is depicted in the luxurious landscape that is seen in the background.
